You sort of proved a point when you said you've seen fully reporting companies trading at .0001. Fully reporting (and the costs associated with it) apparently isn't paying off for those companies.
Who knows why ICNB is behaving the way it is? I think its mostly hype, maybe a low float, maybe a good "reorganization play." It could be any number of things (more likely a combination of factors) and the dreaded CE apparently has little or not weight when it comes to ICNB. If/when the CE is removed, this will in turn create hype and probably drive the PPS up. But it wouldn't be for the filing alone, but a combination of the filing and the hype it creates.
