So they take a radar blimp the DEA has been using for two decades along the Florida coast and add a winch so they can crank it down from time to time and call "new technology"?

Stop being mad at me and get mad at your company! The rocking SP should demonstrate what people "who know" think of this and what you should be thinking, too...IMO
