I just did and asked if motorized vehicles were prohibited on state land. Her answer was that recreational vehicles are prohibited without permit but any vehicle is allowed for businesses that have a mineral lease and permits. I also asked if there was a document showing that and she basically laughed and said "no, vehicle use is assumed in mineral exploration."

So GDSM / WSRA will have no problems in that regard.
