It seems to me the mayor of Scranton, PA could have looked at trying other measurers to save the city money rather than paying their police and firemen min wage, $7.25/hr - same as a WALMART greeter gets. If extending the time period for unemployment payments proved not to save the city money, no harm done - at least the mayor could honestly say he tried.
