IMO: I read the article you posted from an editorial perspective. It weaves procedural facts with "if" and "could" conjunctive statements eliciting a negative response. The author could have conversely written to the positive side of the if's and could's to fit a goal.
Very speculative, that is the nature of stocks... Then you take a position, or buy to cover it...
