You still seem to be confusing a "loss" with "debt". They're two very different things. If it's declared a loss, then there's nothing to be paid back. It's already been accounted for. They can't declare debt as a loss.
I don't really follow Stratus much so I can't say what their debt load is. However, as far as any of us know, PELE was essentially debt free. The PELE losses were from the days of the prior management. Chuck Champion made a bunch of deals that eliminated virtually all of the PELE debt.
