Jules2 - OT- You're forgetting the small matter(but crucially important) of states' sovereignty. They couldn't just walk all over the states' rights willy-nilly, at least they couldn't constitutionally justify it.

A terrorist attack would have been defined as a matter of national security, which is the federal government's responsibility, over which it has full authority. This situation, while tragic and a national disaster, is not directly a matter of national security. The governors and mayors have a lead role here. And in New Orleans' case the whole municipal structure is corrupt beyond belief, which is the root of the issue there.
