concern about repair on flood walls

Looking at news coverage they have repaired the flood walls.But my concern is that at this time the water pressure is equal on both sides of the wall> When the water starts to go down from pumping it out will those sand ,rock walls hold with all the pressure now only on one side of repairs????? I'm sure they know what they are doing but did they take this in consideration
