Not required? They do it out of self interest. They have to make sure there is buying and selling... If there was only one or the other there would be no liquidity and they wouldn't make any money off the bid ask spread. If a stock has only buying and the price is only rising, they need to naked short sometimes to get that liquidity back. It's a business... they make money off of the fact that there are people buying and selling. They need to maintain "order" by having nothing get too out of hand with one or the other. Plus, in the unregulated "wild west" of the OTC, do you really think they care about the morals of manipulating a "free" market?
