that was altered shortly after your find of the English version is the page linked below from sinopec.com (totally updated now to more recent info). The sinopecgroup.com page has always been accessible. But, I agree with you, it would be good to get a translation from a genuinely fluent Chinese speaker, as even the questionable Google translations of this page have changed over time.
