There are no restrictions on Inca.
The problem is your broker is using Penson Financial Services. They’re getting out of the penny stock business and will not be clearing any stock under $0.10. If you want to trade penny stocks and use the firms listed below you should move to a new broker before you find out that the fees to sell are more than the proceeds of the sale. You can either move to a new broker or wait until Inca trades $0.10.

I trade with Fidelity which is not the same as Fidelity National Financial Services, and I have no problems buying or selling with them.
