Regarding getting certs. I contacted my broker (branch manager) at Scottrade and she told me that with a CASH account Scottrade will not lend shares. She further stated the ONLY way they might lend out shares is if you are on a MARGIN account and if you owe money on that account they might lend out the shares for shorting. She stated other than that it was company policy not to lend out shares and if someone calls to borrow shares, they are told the shares aren't available. I believe her.
