First , The problem is in the sentence use in the pr for the share count.
o/s is 14b and 5.25b restricted.

NOTE : The restricted share is ALWAY in the o/s.

In addition, from the pr :

(( Q Television’s current value is two hundred million dollars, or ten times the market capitalization that the market has put on our trading stock ))

If you do some calcul, 10x the market cap now is .014
And if you divise 200m by 19.5b = .010
And if you divise 200m by 14b = .014
This number is exactly ten times the current share price at this time (.0014).

Conclusion....o/s total is probably 14b with restricted shares...
