Try this:

The number of CVE's under certain conditions is "rate #X".
This translates to 100% (the number of events = as expected).

Now with LibiGel, the occurrence of CV events are reduced, in relation to expected "rate #X".

So, less # then 100% = good
Any # over 100% would have been worse then normal.
