That doesn't help at all, lol. And I just heard back from them via email and what they said is a carbon copy of what you just reported:

The thing is, if my brokerage account's info is correct and indeed the current float is actually 468.3076M, not 253,235,487
that would explain GREATLY why PPS has been going down.
