I know how a CEO works in a normal, well run company so I know very little about how it works here.

This CEO was Clark's hand puppet. Log in enough years as an incapable sycophant for someone "influential" and the big reward is a CEOship at a penny stock when you get let go from your old job. Don't believe for a second this was anything more than that.
