Texdraw: A couple of comments that may help your understanding.

No outsiders know the terms of the IDCC/Apple license. We have been told it covers 3G, but 4G/LTE coverage has not been mentioned, and it is assumed that it is not covered. In addition, the Apple 4G/LTE device that you mention is the recently issued iPad. Again, the assumption is that the license only covers mobile phones, not other mobile devices.

Your statement that because of FRAND "IDCC can't collect any more for 4G-lte from anyone else" is incorrect. FRAND has proven to be a very nebulous term as to how it is to be applied. That is one reason for all the recent court cases where FRAND terms have been brought up as an issue.
