I would say it is not taxes in the sense that you currently think of them. It is more of a bribe to do business in the country without being hasseled every other day by the local pd or military unit in the area.
I am guessing that the contract is based on shipments or actual precentage of sales, instead of being nickeled and dimed to death doing small shipments I am guessing they will do big shipments which is why I am leaning towards payment of "taxes" is based on number of shipments and or precentage of sales, and the stock piling has little to do with the current price of any of the material being pulled from the ground.

With that said, the reason I came by was to see what if anything has come out, looks like we are still on hold, which would explain why the pps dropped yesterday, wish these people would get off their collective asks and get this friggin paperwork done.
