Yes, pennies can be shorted. Sub pennies is a different ball game and much harder to do but it is possible. Retail cannot, it is done mainly with deep pockets. Keep in mind that various Market Makers can be contracted in order to short a position in penny stocks.

The same goes for the fact that certain Market Makers can be contracted in order to accumulate / build a position for deep pocket investor(s).
