Sent an e-mail to TD Ameritrade to see what they would say about TYTN(D) and if and when it may trade through them again, here is the response:
Dear Mr. XXXXX,

When an issue is designated as DTC chill at DTCC it is not eligible for physical deposit or delivery through the DTC. This restrictions prohibits a clearing firm¿s ability to settle trades once their book entry holdings are depleted.

Based on the industry wide DTC "Chill" restriction that prohibits a clearing firms', specifically TD Ameritrade¿s, ability to settle trades and prevents book entry deliveries. If we is unable to settle our clients¿ trades the liability of the trade becomes TD Ameritrade¿s.

At this time, there is not a set timeline for if/when the restriction will be removed. However, once the industry wide "DTC Chill" restriction is lifted TD Ameritrade will re-evaluate whether the issue will be allowed to be traded again. At this point, the only recourse you have is to contact the investor relations department of the issuer.
