Look at the DHT chart. Virtually all of any buying has been above $.70. What would drive the price below $.70? I think the odds are against hitting $.70 unless shorting drives it there. There are potential new buyers waiting that care nothing of the offering. Shareholders of record, even with the offering will have a cost basis above $.70.
