I agree with your assessment. Damaj did not have the leverage others think he had. He wanted cash and he wanted institutional ownership and I don't think he had the luxury of waiting knowing that Vitaros sales and other approvals were many months away. The stock sale didn't help the retail investor/trader in the short term, but the company is in a much stronger position, imo.
