It occurs to me that maybe a "frequency allocation" can't be given until an airline has its certification. But it could still retain its route authority (with dormancy waiver) while a certification application is being processed. Obviously, the DOT wouldn't want to tie up time slots at JFK until an airline was actually certified and ready to fly.

But I'm not an expert in this, so I don't really know.
