The ambiguity here is with "route authority" versus "frequency allocation." They don't seem to be the same thing, per the conflict between one DOT doc that refers to their waiver of route dormancy being extended to 9/9/11 (later extended again to at least 3/9/11) and the other DOT doc referring to a frequency allocation not being granted in May 2010.
