The truth is that some institution have it in their charter that they can not buy ANY stocks that are under a certain price, that is usually at $5.00 and $10.00. So, some will lead you to believe that that is not true, and they can buy a dollar stock now.

If it's in their charter, THEY CAN NOT BUY WAVE until it reaches their minimum price.
