Technology wise: Yes but the question is if FAA would allow planes to receive radio frequencies. We all know FAA is freaked out about cell phones being turned on the planes so who knows. By the way it is not possible for cell phone to interfere with planes equipment. They just don't want to disturb passengers. Every frequency is reserved for specific usage. Cell phones for example are 850, 950, 1900 MHz radio frequency. I am sure every piece of equipment on the plane operates on different frequency otherwise FAA would not approve it for the plane knowingly that cell phones fly with passengers.
