Its difficult to tell because so much of the material is redacted. As best I can tell, which is only from the headings, Nokia is trying to argue that the tribunal erroneously interpreted the contract under the guise that it "exceeded its authority." If the panel was empowered to consider the trigger question (which it was), then it did not exceed its authority in ruling on that question. the only thing it might have done is misinterpreted it, but that shouldnt be overruled. All this is difficult to tell, however, without seeing more of Nokia's arguments which are sealed
