Ndakota - Based on the below information from the Cubic PR this appears to be an old deal that Cubic had with the Army long before Virtra had their first training system. I don't see where it states that supplemental funds were used. How can you tell when supplemental funds are used to fund a deal?

Cubic has managed the Army's EST 2000 program for the past six years. The company has fielded more than 500 EST 2000 systems to Army installations throughout the world, including the continental United States, Alaska, Hawaii, Korea, Germany, Afghanistan and Kuwait.
