Quer in simple language even you can understand...no one is shining you on. The press release will come from MWR, after a legal scrutiny. Then it passes into an electronic file out of MWR's hands where it is read and scrutinized by regulators before release. So if it isn't there for your coffee, pls don't ask where it is.
