All your copy and paste mentions ZERO about throughput which was a necessary, but nonpublic, component of the solid waste permit.

Throughput -- has zero to do with allowed STORAGE -- your copy and paste about allowed storage is completely and totally irrelevant to throughput. Here is a link to help you understand the definition of throughput better:
"the quantity or amount of raw material processed within a given time, especially the work done by an electronic computer in a given period of time."
