Best way to check is to call your own brokerage and ask if there is a "DTC chill" on the stock.

Alternatively, you could simply ask if they will accept ACAT transactions on a particular stock you're interested in. ACAT are broker to broker certificate transfers requiring process intervention from the DTCC.

I knew EGOC doesn't have this problem as I can buy and sell without a glitch but I went through the motion of checking the above and it's all clear.
