I hate to be the bearer of bad news but he is liquidating his position NOT buying. Click on link then "display fillings" and then click on the top document and you will see they are disbursements and his total shares held is decreasing. I don't know why he would sell at a loss after such a short time span but it is not a real good sign, especially since it appears like he's trying to sneak out little by little.
