Could alerting the SEC of the seeming manipulation cause them to chill a stock like BCAP ?

I know we want positive action from the SEC, but sometimes, the short-term results are more negative and sacrifice shareholders of a company that is made into an example of what happens to stocks that don't trade correctly.
