Doesn't the general population have any say in this matter or the building of the hydro-electric plants? Aren't people complaining about the high prices of electricity and the need for clean/cheap power? One would think the outcry from the public would trump the bitching from the Indians. They need to vote on crap like that is all I can say. Majority wins.
