Sounds like the ICC basiclly told Nokia originally, this arb hearing is a waste of our time...it is pretty black and white...you lost, so pay...or we will calculate the rate. And yes, SNE is a "trigger"...

Maybe that is why IDCC stated that they will release the PLA if Nokia files to do so. It probably spells it out in LARGE black letters !

Maybe I am missing something from that "impermissibly punished Nokia" statement.
