I think the distinction for IDCC right now is that those companies that hold a small enough handset % where the cost benefit ratio does not favor going to court have worked with IDCC. It's not about them being more honorable. It's all about money and what it costs delay or pay.

Any company with a large % of the handset market will end up letting the court system help them to delay payment. It is a competitive advantage for them to do so. IDCC is quite aware of this limitation in their licensing capabilities. Although they will NEVER admit it.

Right now all companies that need to pay IDCC and haven't are ALL waiting for NOK to fight it out with IDCC in the courts. IDCC knows quite well that if they were to push it with these large % holders, the companies wouldn't hesitate a second to initiate a court proceeding to continue to delay.
