9+ million shares is not arbitrary. Like "days to cover" for short positions it is based on the current share price. It will change just like the "days to cover." But to assume it doesn't exist is putting the blinders on.

Given the company's history, I believe any assumption that they won't go after all $20 million is naive and ignores history.
