When you talk to MILV/NBI/Dezanger on the phone, there is no written record of documentation.
When you send an email, it is an electronic letter and would be considered written documentation. IMO

IMO, that's why he'll answer the phone or return phone calls, no written documentation.

I think it depends on what you ask in the email. If you ask a tough question, no reply.
If you ask a question that isn't so tough that they are not concerned about a written record, you'll probably receive a reply unless they forgot to pay their internet bill the same way they forgot to keep corporate papers current.
