Yes, Congress has been quite willing to tap the SEC fee collections for itself. Last year the SEC collected only about $330 million more than its budget (about 25% above its budget). That has been declining year-over-year since about 2005, when the SEC was collecting almost twice its budget in fees annually, even though the Section 31 fee percentage is down by more than half in the same period.
Needless to say, the SEC is already collecting enough money at its current fee rates to pay for its requested budget increases.
