Think about your statement.

If all companies had to submit their filings to the SEC BEFORE they are released to the public, it would be a LONG time before all filings get released. How does it take the SEC to conduct investigations? There are over 10,000 public companies in the US.

Why do most other companies file on time, yet Valcom (and many pinks) file late? The reason is accounting is not the strong suit for many small companies with very few employees.

<So could it be that Valcom (more ore less ) filed in time, but the SEC is going through the numbers before releasing to the public?

Just guessing, but could this explain the late relases to the public in the last years?>
