Re: Byproduct of the Bakken success. I’m probably one of the few people on iHub who has actually been in Tioga. Unless you’re interested in snowmobiling, bowling, or joining the Sons of Norway, I would not recommend it as a vacation destination. 
More seriously, I’m very interested in the Bakken as a societal phenomenon. It’s certainly analogous to the Alaskan pipeline boom, and without stretching things too far, the Gold Rush.
The long-term effect on the neighborhood, local, and statewide economy and society won’t be known for many years, if not decades. If it creates a permanent improvement, great; if it’s just another temporary “rich-get-richer” deal, not so great.
