Sorry, you only get charged for when you sell. Its a low-security surcharge fee. I pasted the info below:

The low-priced security surcharge is an additional commission on Stock and ETF trades when the average execution price per share in the trade is less than $1.00. For each share that is bought or sold through a real-time trade, ING DIRECT Investing will add a $0.007 surcharge per share when the average execution price per share is less than $1.00. This surcharge is not applicable to investments made with an Automatic Investment Plan. The total commission (base commission + surcharge) is subject to a maximum of 15 percent of the principal amount of the trade, but no less than the base commission.

Example 1

Tom buys 3,000 shares of XYZ Inc. with an average execution price of $0.25 per share. The principal amount of the trade is $750.00 (3,000 X $0.25). In addition to his regular real-time trade commission, $9.95 in this example, Tom also pays a $21.00 low-priced security surcharge (3,000 X $0.007) for a total commission of $30.95.
Example 2
Jenny sells 1,000 shares of Ajax Corp, with an average execution price of $0.10 per share. The principal amount of the trade is $100.00 (1,000 X $0.10). In addition to the real-time trade commission, $9.95 in this example, her trade is subject to a low-priced security surcharge of $7.00 (1,000 x $0.007). The commission and the low-priced security surcharge add up to $16.95 which is greater than $15.00, which is 15% of the principal amount of the trade, so Jenny pays a total commission of $15.00.

Note: When you are selling stock, if the proceeds of the sale are less than the real-time trade commission, the commission for the sell will be the actual amount received from the trade, minus $0.01. The remaining $0.01 will be placed in your cash balance. In these situations, the low-priced security surcharge will not be applied.
