Yes, if they put it on the ask it can encourage someone who is on the fence to sell..thinking it is going to drop further...or the impression that they can rebuy in cheaper. On the bid it can be used as a defensive tactic, to push the stock higher to sell into &/or move others off the ask in order to get front position.
