Was just reading that. OK, it appears I was mistaken - I will not, like many on these boards, do cartwheels defending an erroneous post. That provision seems to give the prefs an incentive to vote "no".

I am a bit confused as to why the summary provided by the EC did not mention this. It seems quite material. The EC should be asked to explain this provision in detail.
