What does him signing a company's letter of intent mean to you.

What you linked to was merely an attorney letter which is required to keep the company's status as "current" at OTCMarkets. Not the signing of a filing or pr about an LOI.

It appears by failing to submit one after their last Q, they got dropped to "limited" status.
