I heard that a new regulation was passed preventing promoting company's to accept share deals and directly promote a stock. Does anyone have any insight into this by any chance?

I tried to research it elsewhere and came up empty.. We haven't accepted shares in the past, I just want to make sure I am informed if this is true.
