The Form 15 is just a required filing showing that they are not a fully reporting company. It is has been my opinion all along that the reason for not reporting was to hide the true O/S.
After FLTT chose not to go the Kodiak death spiral financing route, they were forced to dilute and sell shares for funds to continue with their acquisition plans. Evidence of this was the day when volume was 60mil but the stock traded sideways.
The company has its back against the wall, but all of the recent moves are a positive and much better than if they had accepted the Kodiak deal.
