There's a difference between coming out of bankruptcy and having the Q removed.
They emerged already almost three years ago and essentially have been a shell since then.
The only reason the Q is still attached is because the company officers and/or their lawyers never notified Finra when they emerged.

It appears that they are doing so now in order to become a blank check company.
