Don't know. I'm not a FRAND expert. There are references in the document which no doubt have some examples of rates set by juries. Check it out if you're interested. I'm not.

Just trying to understand the literature and apply common sense. By definition, FRAND rates should be less than the max some may charge. If that were the case there would be nor reason to even to have such a thing as a FRAND patent.
