Now, the CEO said "The shares outstanding and the float are one in the same there are no restricted shares, since all share have been issued for over 2 years."

Let us look at this the other way, is the O/S now below 927 million? We now for a fact he has been buying shares. We know he said he was gonna get O/S to around 500 mill. Ask yourself why the accumulation is building, the float has not increased since the last reported 927 million.
